An amendment to restore foreign languages as one of the activities eligible for funding under the critical skills improvement provisions of the bill, and to authorize $1 million in FY 1988, and such sums as may be necessary in Fiscal Years 1989 through 1993, for a program of presidential awards for excellence in the teaching of foreign languages at the elementary and secondary levels of education.
