An amendment to provide that funds appropriated to the Department of Defense may not be obligated or expended for the purpose of introducing United States Armed Forces into or over Nicaragua for combat. The amendment further provides that exceptions to this limitation may be made in instances where the Congress has enacted a declaration of war, or it is necessary to protect United States citizens, territories, or possessions from a hostile attack.
