An amendment to provide additional exceptions to the limitation on introduction of United States troops into Nicaragua. First, the amendment would permit the introduction of U.S. forces into Nicaragua to meet a danger of an attack on any country allied with the U.S.; Second, the limitation would be lifted in response to a kidnapping involving citizens of an allied country, such as Honduras or Costa Rica; Third, the limitation would automatically expire if MIG aircraft (or aircraft with similar capabilities) were introduced into Nicaragua.
