An amendment to permit nuclear tests with a yield greater than one kiloton if the President determines and reports to Congress that not doing so would cause serious damage to the national security of the United States by interfering with the development of the Midgetman, Trident II missile, the Short Range Attack Missile (SRAM II) upgrade, or improvement of nuclear weapons safety and security measures.
