An amendment to provide that notwithstanding the provisions of the Badham amendment, payments will be made to cover any losses incurred with regard to planned construction at the Norfolk Navy Steam plant if such losses occurred during the period beginning October 18, 1986, and ending at the close of the date of the enactment of this Act.
