An amendment to express the sense of the Congress that the Secretary of Defense could disclose in a nonclassified form, information concerning program cost, annual budget requests, and a general description of program schedule regarding the Advanced Cruise Missile and the Advanced Tactical Aircraft programs. The amendment also directs the Secretary of Defense to act through the Under Secretary of Defense for acquisition in establishing a means to provide ongoing competition for production of the Advanced Technology Bomber, and to submit a report to Congress not later than April 1, 1988 on such a competition initiative with the stipulation that no funds may be obligated for the Advanced Technology Bomber after October 1, 1988 if the competition initiative has not been initiated by that time.
