An amendment to increase the exit fee which is assessed under the bill on savings and loan institutions which withdraw from the FSLIC system after March 31, 1987, and to specify that such fees not exceed four times the most recent annual insurance premium, plus four times any special assessment, and also to set a maximum fee of half that amount on institutions which withdrew from the system on or before March 31, 1987.
