An amendment to provide that none of the funds appropriated pursuant to the authorizations in Division A may be used during fiscal year 1988 to take any action which would result in the number of U.S. personnel stationed in countries which are NATO members being reduced below the number of such personnel stationed in such countries at the end of FY 1987.
