An amendment to insert the text of H.R. 2150 as modified by the text of the amendments contained in Section 2 of the report of the Committee on Rules accompanying H.Res. 151. The amendment in the nature of a substitute would strike the following three provisions of H.R. 3: the Banking Committee provisions (Title IV) which deal with exchange rates, third world debt and development, and U.S. competitiveness; the Buy-America provision (Title IX) which prohibits federal agencies from purchasing goods produced in a foreign nation whose government discriminates against U.S. suppliers for procurement contracts; and Registration of Foreign Investors (Title VII, Section 703) which requires foreign investors with major holdings in U.S. businesses and real estate to register with the Department of Commerce.
