An amendment to limit the deployment of strategic nuclear weapons within the parameters of the existing provisions of the SALT II agreement unless the President certifies to the Congress that the Soviet Union, after the date of the enactment of this act, has exceeded the limitations imposed by the provisions of the SALT agreement, and the President reports to the Congress providing the information upon which his certification is based. The provisions of this amendment will be enacted regardless of whether or not the Soviet Union has complied with the guidelines set forth by the SALT II agreement.
