An amendment to provide that the principal negotiating objective regarding reciprocal treatment is to obtain international agreement regarding the principal that most favored nation status and other multilateral trade benefits are not required to be extended by a country to any other country unless such other country permits reciprocal market access opportunities for that country's goods and services.
