An amendment to suspend Most-Favored-Nation status for Romania, and to provide for a review every six months of such status. Following the review, the President may reinstate Romania's MFN status if he determines and certifies to Congress that Romania has made significant progress in granting freedom to emigrate and other political and religious freedoms.
