An amendment to modify the provision in the bill that requires registration and public disclosure of foreign investments in U.S. property by permitting the Secretary of Commerce to exempt certain foreign investors from the requirement to register if the Secretary finds that the exemption is necessary to prevent harm to the flow of foreign investment into the country.
