An amendment to require the Secretary to establish a fund for the purpose of providing financial assistance to families and legal guardians of mentally ill homeless individuals in order to commence complete legal proceedings to place the mentally ill homeless person in question into an appropriate institution for mental diseases, and to allow the authorization of $10,000,000 for deposit into such a fund for fiscal year 1987.
