An amendment to provide that no amounts authorized under the bill may be obligated or expended in violation of any other federal law, including, but not limited to, Section 1103, Title 31 U.S.C. (specifying that outlays shall not exceed revenues), the Balanced Budget Act of 1985, the Congressional Budget Act of 1974, and the Internal Revenue Code of 1986.
