- Purpose
- An amendment to eliminate the sectarian child care provisions in both the bill and the Stenholm substitute; the provisions permitting preferential hiring and admissions; the provisions permitting sectarian child care providers to require their employees to adhere to their religious tenets. The amendment prohibits the use of any federal funds under the Title XX program for any sectarian purpose, including sectarian worship or instruction, but permits religious organizations to receive federal child care funds, provided the program is non-sectarian. The amendment would prohibit discrimination on the basis of religion by child care providers in employment and admissions, but would not apply to employees already employed in sectarian programs even if they were hired on the basis of religious preference. Finally, the amendment provides that nothing in the bill or the substitute would supersede or modify any provision of a state constitution or state law that prohibits the expenditure of public funds in or by sectarian institutions.
