Amendment in the nature of a substitute for the Gallo amendment (A023) sought to direct the Secretary of Transportation to require all newly constructed tankers to be equipped with double hulls or double bottoms unless the Secretary determined that it would not enhance oil tanker navigation safety; would not enhance protection of the environment; or an equal or greater benefit could be achieved by other requirements.
