- Purpose
- An amendment adding a new paragraph "c" to the original Aspin amendment which states that any transfer of outlays from one fiscal year to an adjacent fiscal year which occurs pursuant to the section of the proposed amendment entitled "Outlay Limitation for Fiscal Year 1990" shall be considered a necessary (but secondary) result of a significant policy change as provided for in the Balanced Budget and Emergency Deficit Control Reaffirmation Act of 1987. The amendment also expresses the sense of the Congress that due to the programmatic impact of the differences in estimated outlays for programs for National Defense for FY 1990, the CBO and the Secretary of Defense in consultation with the Committees on Armed Services, Appropriations, and the Budget should undertake a comprehensive review of outlay estimation techniques and methodologies as they relate to the Department of Defense with the objective of achieving consistent estimates not later than the FY 1991 budget.
