Purpose
An amendment, modified to include the provisions of an amendment originally to have been offered by Mr. Miller (Wa), which would do the following: Require Presidential certification that the government of China is adhering to the provisions of the Joint Declaration relating to the transfer of the Territory of Hong Kong to China before MFN status can be granted. The Amendment would also enumerate a list of human rights principles and require U.S. companies operating in China to register with the State Department and indicate whether and how they have implemented those principles.
