- Purpose
- An amendment to limit the annual immigration total to 630,000, including family members of immigrants who are working in the United States, those born to immigrants while abroad, and family members of permanent residents and U.S. citizens. Under the provisions of the amendment, if the annual total exceeds 630,000, each of the categories of immigrants would be reduced accordingly.
