Amendments en bloc sought to: 1) delete language that prohibited the use of Defense Department funds to relocate the Air Force's 401st Tactical Fighter Wing of F-16s from Torrejon, Spain to Crotone, Italy or any other location outside the United States; and 2) delete language which directed the Defense Department to provide for the dual basing of units of the Armed Forces by March 1, 1994. Dual basing provided for permanently stationed units of the Armed Forces in the United States to be given short-term rotation assignments to overseas military bases for training and exercises.

- Purpose
- An amendment to delete the provisions of the bill that prohibit the use of Defense Department funds to relocate the Air Force 401st Tactical Fighter Wing of F-16s in Torrejon, Spain to Crotone, Italy or any other location outside the United States. The amendment would also eliminate the provisions of the bill requiring the Defense Department to implement a plan for permanently stationing troops in the United States with short-term rotations to overseas bases.
