Amendment in the nature of a substitute sought to reduce the amount which Political Action Committees (PACs) could contribute to House candidates from $5,000 to $1,000 and require that at least one-half of their campaign funds be raised from local residents. The amendment would also have prohibited the practice of PAC "bundling," which permits one political committee or individual to transfer funds to a second or intermediary entity for the purpose of providing an additional contribution to a specified candidate which, if given directly, would exceed established spending limits; and prohibited Leadership PACs designed to let Members of Congress pass on contributions from their own campaign funds to other candidates.
