Amendments en bloc directed the Secretary of the Army to submit within one year a priority list of coastal wetlands restoration and preservation projects in Louisiana. The list must only include those projects that can be substantially completed within five years. The amendment also prioritized listing and funding for coastal wetlands projects throughout the country, including the Great Lakes States. \ As amended by the Studds amendment (A011), language was added: (1) clarifying the responsibilities of the U.S. Fish and Wildlife Service and the Environmental Protection Agency in wetlands restoration projects; (2) providing an annual authorization of $115.4 million for the projects; and (3) changing the funding between Louisiana and the program nationwide to provide a 65-35 split.
