Amendment required the President to certify to Congress that the Chinese Government accounted for and released pro-democracy demonstrators before most-favored-nation status could be extended for another year. \ As amended by the Wolf amendment (A002) language was added requiring that substantial progress be made by the Chinese Government regarding the end of religious persection in China and Tibet, and toward the release of the leaders and members of all religious groups being detained.
