Amendments: (1) amended the definition of "non-developmental item" to eliminate the possibility that foreign-produced items could receive preference under the law; (2) added a definition for the term "commercial item"; (3) clarified the responsibilities of the General Services Administration (GSA) over automated data processing (ADP) and telecommunications procurement; and (4) required the mandatory use by Federal agencies of the GSA's FTS 2000 contracts.
