Amendment in the nature of a substitute required the Department of Agriculture to conduct a program to slow or reverse tropical deforestation. It expanded the mission of the U.S. Forest Service's Institute of Tropical Forestry in Puerto Rico and its Institute of Pacific Islands Forestry in Hawaii. It directed the Forest Service to manage the Caribbean National Forest as a model of tropical forest management with a special international outreach program. \ Title II of the amendment required the Secretary of Agriculture to develop a program to promote better understanding of the legal requirements and proper methods for disposing of unwanted agricultural chemicals and agricultural chemical containers.
