Amendment in the nature of a substitute directed the U.S. Forest Service to conduct research to slow or reverse tropical deforestation; expanded the mission of the U.S. Forest Service's Institute of Tropical Forestry in Puerto Rico and its Institute of Pacific Islands Forestry in Hawaii; directed the Forest Service to manage the Caribbean National Forest as a model of tropical forest management with a special international outreach program; and authorized the Forest Service to provide technical assistance to tropical countries. \ (See items 1448 and 1449 for subsequent action on this bill.).
