Amendment in the nature of a substitute deleted language that would have authorized insular areas to use funds for disaster relief that had been appropriated for other purposes; authorized the transfer of 3,070 acres to the government of Guam without reimbursement; broadened the authorization for medical facilities on Guam; and authorized a study of insular water, sewer, and power needs.
