Amendment added language expressing as the sense of Congress that the President should: 1) reorder national priorities regarding nuclear weapons to take into account the reduced need for weapons testing and the urgent need for environmental cleanup at weapons facilities; 2) convey to the Soviet Union the desire of the U.S. to immediately resume bilateral nuclear testing talks; and 3) express to all nations that signed the Limited Test Ban Treaty that the U.S. was willing to pursue negotiations to amend the treaty and provide for a verifiable comprehensive test ban.
