Amendments en bloc: (1) established as an interim goal of the Corps of Engineer's water resources development program that there be no net loss of remaining U.S. wetlands base, and established as a long-term goal of the Corps an increase in the quality and total acreage of wetlands; (2) required the Corps to undertake demonstration projects to restore and create wetlands; (3) made modifications to previously authorized projects; (4) provided certain land exchanges in Florida, California, and Washington State; (5) required the Corps and EPA to find alternative sites for the environmentally sound disposal of material dredged from the New York/New Jersey Harbor region; and (6) required a review of maritime traffic in the New York harbor area to determine potential means of reducing maritime accidents. \ As amended by the Emerson amendment (A003) language was deleted which provided a definition of "wetlands" under the Water Resources Development Act.

- An en bloc amendment made in order by the rule to do the following: Establish as an interim goal of the Corps of Engineer's water resources development program that there be no net loss of remaining U.S. wetlands base, and establish as a long-term goal of the Corps an increase in the quality and total acreage of wetlands; requires the Corps to undertake demonstration projects to restore and create wetlands, including the use of constructed wetlands for rural wastewater treatment; and to authorize certain new projects, including a 13-mile extension of the Rio Grande American Canal in Texas.
