Purpose
An en bloc amendment made in order by the rule to do the following: Establish as an interim goal of the Corps of Engineer's water resources development program that there be no net loss of remaining U.S. wetlands base, and establish as a long-term goal of the Corps an increase in the quality and total acreage of wetlands; requires the Corps to undertake demonstration projects to restore and create wetlands, including the use of constructed wetlands for rural wastewater treatment; and to authorize certain new projects, including a 13-mile extension of the Rio Grande American Canal in Texas.
