- Amendment revised the penalty provisions for grant recipients who were found to have produced obscene work by providing that the grantee would be debarred from receiving future NEA grants until the original grant was repaid to the NEA.
- Purpose
- An amendment specifying that artists who have been found to have used NEA funds to produce works of art judged to be obscene are entitled to apply for new grants as soon as all funds awarded for the original work have been repaid. The provisions of the Williams amendment prohibit such an artist from applying for a new grant for three years.
