Amendment in the nature of a substitute established a comprehensive system of registration of hazardous materials carriers and shippers, a training program for emergency response personnel, and guidelines and procedures for resolving disputes among State and local jurisdictions. It required improvements in tank care safety; reauthorized the rail safety inspection program; and increased penalties for violations of the Hazardous Materials Training Act.
