Purpose
An amendment to establish an official mail allwance for each Member of the House; to limit the amount a Member could spend on official mail to the amount in that account; and to require disclosure of the amount of funds each Member spends on official mail. Further, the Postal Service would monitor the use of the frank and make monthly reports to the Member. Postage costs for each Member's office would be disclosed in the quarterly Clerk of the House Report. If a Member exceeded his or her mail allowance, the Postal Service would no longer deliver the Member's mail. The amendment requires that all mailings over 500 pieces receive a written advisory from the Franking Commission, and repeals the existing limit of 3 newsletters per Member each year. Under the amendment, each Member would decide how to allocate his or her official mail funds among different types of mail.
