Amendment authorized the Director of the Central Intelligence Agency to award contracts to domestic firms, which under competitive procedures would be awarded to foreign firms, when the final product of the domestic firm would be completely assembled in the United States with 51% of the final product produced domestically, and not more than a six percent difference existed between the foreign and domestic firm bids.

- Purpose
- An amendment authorizing the Director of the CIA to award to a domestic firm a contract which, under the use of competitive procedures, would be awarded to a foreign firm, provided that the final product of the domestic firm is completely assembled in the U.S. and, when completely assembled, not less than 51% of the final product is domestically produced and, further, that the difference between bids submitted by a foreign and domestic firm is not more than 6%.
