Purpose
An amendment to providing for a three month suspension of of lethal aid to the UNITA rebels in Angola if the President certifies to Congress that the Angolan government has expressed a willingness to agree to a ceasefire and agrees to a political settlement to the conflict with a reasonable timetable for free and fair elections. Lethal aid to UNITA could be resumed if the President certifies that Soviet Union or others are providing the Angolan government with leathal aid, or that the Angolan government is not participating in negotiations in good faith, or if the Angolan or Cuban governments are not complying withe agreed-to schedule of withdrawal of Cuban troops. Lethal aid could also resume at any time a military offensive jeopardizes the survival of UNITA forces. Non-lethal aid would be unaffected by the provisions of the amendment.
