Improve the potential to recover money given to S&L officials in anticipation of a government take-over of the depository institution; 3. Disallow officials affiliated with a depository institution under receivership freom purchasing assets previously owned by that institution; 3. Establigh demonstration programs regarding anobolic steroids; 4. Ban isopropyl nitrite and other nitrites; 5. Increase the fund limit of the Victims of Crime Act; 6. Establish a National Commission to support Law Enforcement; 7. Strengthen Drug Free School Zones and coordingat anti-drug activities with local law enforcement agencies; 8. Authorize additional funding for various new international narcotics control initiatives; 9. prevent persons who are liable for violations of securities violations from using certain bankruptcy procedures.
