- Purpose
- An amendment directing the Department of Health and Human Services to establish within one year of enactment of the bill, a uniform certification progam for laboratories that perform urine tests to detect drug use. The amendment specifies that HHS may approve state agencies or private nonprofit entities as accrediting bodies to act on behalf of the Department in implementing the certification program. The amendment also provides enforceable rights and remedies for individuals harmed by inaccurate test results or the breach of confidentiality.
