Amendment: 1) ensured that designations of outstanding resource waters by state coastal zone management agencies take into account similar designations by the state water pollution control agency; 2) clarified that water uses, as well as land uses, that affect coastal water quality are to be coverd by the new Coastal Water Quality Program; and 3) required State programs to recommend necessary changes in State authorities to facilitate the process of modifying CZM boundaries.
