- Amendment provided that those persons under the legal driving age convicted of a drug offense would be ineligible for a driver's license for one year after making legal application for such license.
- Purpose
- An amendment to require states to have in effect a law providing that persons convicted of drug offenses before having reached the age to drive be declared ineligible for a driver's license. Failure to comply would result in the loss to the State of 10% of their allocated funds for anti-drug and law enforcement block grants.
