Amendments en bloc: (1) required that naturalization application fees to be paid at the time of the filing of a court petition for citizenship, rather than at the time the application process began; (2) required that not less than 1 percent of the fees collected by the INS from immigration examinations be spent to promote U.S. citizenship and to encourage aliens who were legal residents to become U.S. citizens; and (3) required the INS to report annually to Congress on the number of immigrants who had applied for naturalization and been denied adminstratively by the INS, rather than through judicial review.
