- An amendment to transfer approximately $46 million in FY 1990 unobligated funds from the MX rail garrison program to the Defense Department environmental restoration program. The amendment would also require the Defense Department to establish a "major force program category" for environmental activities in future annual budget requests, and to submit a report to Congress on the management of all environmental activities.
