Purpose
An en bloc amendment (as modified) to require the Department of Defense to submit two SDI funding budgets for fiscal year 1992--one budget reflecting the President's budget plan for SDI for the next six years, and an alternative budget plan providing for SDI funding at current levels for the next six years. The Alternative program would be structured so that the program would not pursue near-term space deployment of directe-energy weapons or kinetic energy interceptors; conforms to the traditional interpretation of the 1972 Anti-Ballistic Missile Treaty; pursues a system of ground-based interceptors; pursues research into directed-energy systems, capable of ground-based deployment; and contiues support for antitactical ballistic missile interceptors.
