- Amendment provided that grants could not be made to a State unless the State provided by law that volunteers were immune from general negligence liability, and that the burden of negligent injury fell directly upon the service organization and not the individual volunteer.

- An amendment to provide assurances that the State provides a volunteer of a nonprofit organization does not incur any personal financial liability for any tort claim alleging damage or injury from any act or omission of the volunteer on behalf of the organizaiton.
