Amendment originally sought to provide for the closure of the strategic naval homeport at Staten Island, New York, and to require the Navy to transfer or dispose of the facilities and property located there. \ As amended by the Molinari substitute amendment (A004), the Department of Defense was prohibited from closing the Stapleton Naval Station, Staten Island, NY, until the DOD conducted a study of the shore infrastructure requirements of the Navy and reported to Congress on a plan to close and realign Navy installations in the United States.
