Amendments allowed the Department of Agriculture to reduce wheat and feed grain loan rates by 10% below the previous year's level (compared with a 5% reduction in the bill), in any of the next five years if the USDA determined a cut was required to keep prices for those commodities competitive on world markets. They also required the USDA to increase the target price for wheat and feed grain if the acreage reduction required of producers was more than 22.5% for wheat and 17.5% for feed grain.
