- Purpose
- An amendment to provide that if the Secretary of Agriculture finds that the credit restrictions imposed by the Market Development Task Force created by Section 1223 would result in decreasing the export of agricultural products from the U.S. that are readily available to a country affected by the policy of the Task Force from non-U.S. sources, so that the impact of restrictions of credit which might be imposed would harm American Farmers more than it would any of said countries, then the Secretary could waive such restrictions with respect to any of said countries. The amendment also provides that restrictions on credit shall not become effective until after the Secretary of Agriculture has studied the impact of such restrictions and determined whether such restrictions would have a greater negative impact upon American farmers than affected countries.
