- Purpose
- An amendment authorizing th President to enter into debt reduction agreements to Latin American and Caribbean Basin countries that meet specified eligibility criteia. Such agreements would require that future interest payments by debtor nations be made in the local currency and placed in a trust established by the Federal Government in that country. These funds would be used for poverty programs in the debtor nation.
