Amendments en bloc: 1) encouraged energy conservation at military installations; 2) eliminated $33 million authorized for 16-inch gun ammunition and increased procurement of five-inch ammunition by the same amount; 3) imposed sanctions on companies found exporting ballistic missile technology; 4) reduced U.S. payments for the salaries and benefits of certain civilian foreign nationals employed at overseas U.S. bases; 5) permitted the use of National Guard facilities for shelters for homeless persons; 6) required the Energy Department to report to Congress on its long-term resource management plan for environmental restoration and waste management at weapons facilities; 7) authorized $18 million for construction of a facility for training Defense Department military medical personnel in trauma care, head, neck, and spinal injury, paralysis and neuroscience and neurodegenerative diseases; 8) established a task force to examine ways to improve interagency coordination of environmental cleanup or restoration activities at military installations closed under the 1988 Base Realignment Commission; 9) required the Defense Department to select two bases for a model program to improve the efficiency and effectiveness of the base closure environmental restoration program; 10) established the terms and conditions of operation for vessels built under the f.st sealift program; 11) placed certain reporting requirements on Northern Ireland firms doing defense work on U.S. aircraft; 12) provided that restrictions on SDI not preclude the Defense Department from planning for the future testing of SDI systems or elements; 13) required that supplies of bauxite stored as part of the National Defense stockpile be upgraded to a higher grade aluminum ingot; 14) authorized the establishment of a command, control, communications and computer network to support U.S. National Guard and interagency law enforcement cooperation in U.S. drug interdiction efforts in North America; 15) reduced funding for development of the P-7 antisubmarine aircraft by $100 million and redirected the funds to the Defense Advanced Research Projects Agency (DARPA); 16) extended eligibility for the homeowner's assistance program to certain federal employees currently ineligible; and 17) required the Air Force to report to Congress on the impact of terminating the MX missile test program.

- Purpose
- An amendment comprised of several amendments offered en bloc which cover a wide variety of issues related to the Defense Authorization and which are considered to be non-controversial in nature. The amendment would encourage energy conservation at military installations; eliminate the $33 million authorized in the bill for 16-inch gun ammunition and increase procurement of five-inch ammunition by the same amount; impose sanctions on companies that are found to be exporting ballistic missile technology; reduce U.S. payments for the salaries and benefits of certain civilian foreign nationals employed at overseas U.S. bases; allow the governor of a state to make National Guard facilities available as shelters for homeless persons; require the Energy Department to submit a comprehensive report to Congress by the end of January, 1991, on its long-term resource management plan for environmental restoration and waste management at weapons facilities; authorize $18 million as a contribution toward construction of a facility for training Defense Department military medical personnel in trauma care, head, neck, and spinal injury, paralysis and neuroscience and neurodegenerative diseases; to establish a task force to examine ways to improve interagency coordination of environmental cleanup or restoration activities at military installations being close. under the 1988 Base Realignment Commission; require the Defense Department to select two of the bases being closed under the 1988 Base Realignment Commission for a model program to improve the efficiency and effectiveness of the base closure environmental restoration program; establish the terms and conditions of operation for vessels built under the Defense Department's fast sealift program; require Northern Ireland firms to report on the value of each of their subcontracts that they have let for work in Northern Ireland on U.S. aircraft; direct that the bill's ban on testing and evaluation of SDI or any other strategic defense system does not preclude the Defense Department from planning for the testing of SDI systems or elements, including studies, design activities, and computer simulations; require that supplies of bauxite stored as part of the National Defense stockpile be upgraded to a higher grade aluminum ingot; authorize the Defense Department to establish a command, control, communications and computer network to support U.S. National Guard and interagency law enforcement cooperation in U.S. drug interdiction efforts in North America; reduce funds authorized for development of the P-7 antisubmarine aircraft by $100 million and redirect the funds to the Defense Advanced Research Projects Agency (DARPA); extend eligibility for 190 the homeowner's assistance program to certain federal employees currently ineligible; require the Air Force to report to Congress on the impact of terminating the MX missile test program ...
