- An amendment to provide that the amendment offered by Representative Unsoeld of Washington printed in part 1 of the report of the Committee on Rules shall be considered as the final amendment printed in part 2 of the report. Said amendment shall be debatable for not to exceed twenty minutes, equally divided and controlled by the proponent and a member thereto, and shall not be subject to amendment.
