Amendment provided for the creation of "acquisition work forces" within each military department and defense agency of the Department of Defense composed of both military and civilian personnel. It's purpose is to improve the quality and professionalism of those involved in defense acquisition and procurement. It established training, education and experience requirements for the workforce, but retained final authority regarding provisions affecting civilian DOD employees with the Office of Personnel Management. \ As amended by the Gilman amendment (A002), federal agencies were given the authority to pay or reimbuse employees for the cost of degree training and education and to repay federally supported student loans.

- Purpose
- An amendment to replace the existing title in the bill with regard to Acquistion Work Force and which would create separate "acquisition work forces" within each division (military department and defense agency) of DOD. These work forces, to consist of both military and civilian personnel, would raise qualification standards by creating special acquisition education and training programs in order to professionalize such programs.
